Docs: reflect SCP80 tab grouping (Secured Packet + Cards); SW v24

The Secured Packet and Cards views moved under a single top-level SCP80 tab switched by two pills. Update README and help (EN+RU) section titles/descriptions to match; bump service-worker cache so the precached help pages are re-fetched.
