Harald Welte ddbfc043ac add globalplatform.uicc ...

GlobalPlatform has a [non-public] "UICC Configuration" spec, which
defines some specific aspects of implementing GlobalPlatform in the
context of an UICC.  Let's add some python definitions about it.
