Daniel Laszlo Sitzer 851e9c0f4c utils: add EF [H|O]PLMNwAcT decoding. 
Allow decoding and pretty printing of PLMNwAcT, HPLMNwAcT and OPLMNwAct.

Includes unit tests for the added functions.
