changelog: fold the unreleased 3.34.0 entry into 3.35.0

v3.34.0 was committed but never tagged; its changes ship in the v3.35.0
release, so the changelog names only released versions (the same rule
applied to 3.32.3 -> 3.32.4 and 3.32.6/3.32.7 -> 3.33.0).
