Subject: [PATCH] service editors: compact 'To EF filter' glyph with tooltip

The per-service cross-link is now a single compact glyph (U+25BE) with
'To EF filter' as the title/aria-label, instead of a text button that
shifted the grid.  Frontend 1152 tests green.
