docs: clarify the Windows prerequisite, drop the redundant PSK-TLS note
The Windows bullet now states the pyscard wheel situation plainly (3.13 = wheels, no compile; 3.14 = build from source) without repeating the SCP81 TLS-PSK 3.13+ requirement already given in the Python bullet.

The SMPP bridge (`smpp.twisted3`) is intentionally skipped on Windows.
