catarrh bccca45486 ci: install the frontend npm deps before the suite ...

The v3.31.1 run's frontend suite failed on sp.test.js: require('des.js')
(aes-js likewise) needs the npm dependencies, which exist in a working
tree but not on a fresh runner.  The workflow now runs npm ci in
frontend/ (the lockfile is checked in) before node --test.
