changelog: fold the unreleased 3.32.6/3.32.7 entries into 3.33.0

Both versions were committed but never tagged; their changes ship in the
v3.33.0 release, so the changelog names only released versions (the same
rule applied to 3.32.3 -> 3.32.4).
