Stage 1 of the release guard: which proactive command, event, data object and
PLI qualifier appeared in which release.
Sources: the change histories of the three pinned specs - 3GPP TS 31.111
Annex W, ETSI TS 102 223 Annex V and ETSI TS 101 220 Annex Q. The version
major equals the release (V7.x = Rel-7 ... V18.x = Rel-18); ETSI aligned its
numbering with 3GPP, but the documents differ, so every row carries its source
document.
Content: curated tables for the 32 events, the proactive commands, the data
objects/TLVs the tool builds, the PLI qualifiers and selected TERMINAL PROFILE
features (release + source/CR per row; 'baseline' = the original Rel-4 spec,
'?' = not pinned down by the histories), the per-release feature entries of the
three histories, and a machine-readable JSON summary as the seed for the
code-side table (catrelease.py + the PWA mirror).
The data keeps the real release (Rel-4/5/6 ...); the UI will collapse
everything before Rel-6 to "pre-Rel-6".
