README: refresh the project description in both languages

The Russian title and lead now say APDU trace analyser (APDU-трейсы)
and describe the full input scope: a UDP GSMTAP stream, Osmocom
SIMtrace2 hardware, PCAP/PCAPNG files and the COMPRION text format,
decoded in the web UI (PWA).  The bundled simtrace2-pysniff is described
as the Python replacement for simtrace2-sniff that captures SIMtrace2
traffic and relays GSMTAP/UDP without analysing it.

The English lead mirrors the same structure, the Russian related-tools
line uses the same term, and the pyproject summary now names the same
sources.  Docs-only; 558 Python + 80 Node tests.
