README: stop framing the runtime zip as Windows-only

The zip is just an archive: it extracts and runs on any OS, and the release's
Source code assets are offered as zip as well as tar.gz, so users pick the
format they prefer.  The section is now "Zip (no installer)" (RU "Zip (без
установки)") and says the archive works on any OS; the Windows/Linux start
commands stay as instructions, not as the section's rationale.  The
source-archive note names both formats, and the release-notes template
follows.
