TuakNumberOfKeccak: remove numeric_base to hide random number sources

Browse Source 
The purpose of numeric_base is to indicate for "random" values whether
to use decimal or hexadecimal digits. Indicate that TuakNumberOfKeccak
does not make sense to be randomized by not indicating a numeric_base.
